| چکیده | ||
| سیاست‌های کلی نظام با هدف ایجاد ثبات، انتظام و هماهنگی در اقدامات قوای حاکم برای حرکت منسجم به‌سوی اهداف کلان کشور تدوین می‌شوند و از این جهت نهادی نوآورانه در حقوق اساسی جمهوری اسلامی ایران به شمار می‌آیند. بر اساس قانون اساسی، تعیین این سیاست‌ها از وظایف و اختیارات رهبر است که پس از مشورت با مجمع تشخیص مصلحت نظام انجام می‌پذیرد. هرچند در خصوص مبنای فقهی و شرعی تعیین سیاست‌های کلی از سوی رهبر کمتر بحث شده است، برخی صاحب‌نظران این سیاست‌ها را در چارچوب «احکام حکومتی» در نظام اسلامی قابل تبیین می‌دانند. این مقاله در پی آن است که با تکیه بر مؤلفه‌های حقوق اساسی جمهوری اسلامی ایران، نسبت و ارتباط میان سیاست‌های کلی نظام و احکام حکومتی را بررسی و تحلیل نماید. | ||

| The general policies of the Islamic system aim at creating stability and regulation of affairs toward moving to definite objectives on a macro level and also at taking harmonious steps on the part of governmental powers in this direction, hence forming a novel institution in the constitution of the Islamic Republic. The constitution considers determining these policies as one of the privileges and authorities of the leader after consulting the Expediency Council. There is little research on the religious and jurisprudential foundation of determining these policies by the leader. Some are of the opinion that these policies can be analyzed in the same process as the privileged commandments of the Islamic ruler in the Islamic society. The present article seeks to study the relation of the general policies of the Islamic system with the privileged commandments of the Islamic ruler in view of the legal components presented by the constitution of the Islamic Republic of Iran. | ||
