| چکیده | ||
| وجود خطمشیهای متعدد برای حل مسائل مشترک و یا برای حوزه خط‌مشی واحد، سبب می‌گردد نتایج آن خط‌مشی‌ها حاصلِ مطلوبی را به ارمغان نداشته باشند. موازی‌کاری، تعارض نقش‌ها و عدم همکاری میان نهادهای ذیلِ یک حوزه خط‌مشی گاه باعث می‌شود با برآیند صفر و یا حتی منفی در ارزیابی نتایج آن خط‌مشی‌ها مواجه گردیم. چه باید کرد؟ مدل‌ها و رویکردهای متنوعی در پاسخ به این سؤال ارائه شده است. پاسخ به این سؤال را در انبوهی از مفاهیم متنوعی می‌توان یافت که هریک از زاویه‌ای خاص و گاهی متفاوت به این مسئله نگریسته‌اند. اصلی‌ترین پاسخ را با مفهومی تحت عنوان «یکپارچه‌سازی خط‌مشی» پیشنهاد داده‌اند. یکپارچه‌سازی خط‌مشی را می‌توان «به‌مثابه یک فرآیند مفهوم‌پردازی تعریف نمود که طی آن، خط‌مشی‌ها در یک کلِّ واحد، همسان و هماهنگ می‌شوند و یا اینکه مسائل مربوط به یک خط‌مشی در دیگر خط‌مشی‌ها ادغام می‌شود». علی‌رغم مناسب بودن این رویکرد برای اجرا در فرآیند خط‌مشی‌گذاری در حوزه‌های مختلف کشور، چنین رویکردی نتوانسته است مسیر همواری را برای خود ایجاد نماید. این تحقیق بر آن است تا با استفاده از روش‌شناسی نظریه‌پردازی داده- بنیاد به واکاوی علل این ناکامی در حوزه فرهنگ بپردازد. بدین منظور، مصاحبه‌های عمیق و باز با خبرگان اجرایی و دانشگاهی حوزه خط‌مشی‌گذاری فرهنگی صورت گرفت و نظرات آنان در سه مرحله و بر اساس کدگذاری باز، محوری و انتخابی مورد تجزیه‌وتحلیل قرار گرفت. آنچه در نهایت حاصل گردید، سه مقوله اصلیِ مؤثر در ناکامی یکپارچه‌سازی خطمشیهای فرهنگی در ایران بوده است که با عناوین زیست‌بومِ فرهنگ، ساختار خط‌مشی‌گذاری و فرآیند خط‌مشی‌گذاری معرفی شده‌اند. این مقوله‌ها با دسته‌بندی عوامل ناکامیِ موجود در ادبیات علمی این حوزه (عوامل هنجاری، سازمانی و رویه‌ای) انطباق معنایی دارند. در ذیل هریک از این مقوله‌ها، دلایل اصلی علل ناکامی یکپارچه‌سازی تشریح شده است. | ||

| Having multiple policies for solving common problems or for a single policy area causes the results to be unfavorable. Parallel work, role conflict and lack of cooperation in a policy domain can sometimes bring zero or even negative results in policy evaluation. What is the solution? There is a variety of models and approaches for that, but “policy integration” may be the best. Policy integration is a process of conceptualization in which policies become consistent and coordinated as a whole. This research tries to analyze the causes of the failure in cultural policy integration. We have used grounded theory as research methodology and in depth, open - ended interview as method of data gathering. The research statistical society consisted of executives and academic experts in the field of cultural policy making. Their views have been analyzed in three stages of open, axial and selective coding. Finally, three main categories affecting the cultural policy integration failure were extracted, namely cultural ecology, policy making structure and policy making process. Under each of these categories the main reasons of that failure are explained. | ||
