| چکیده | ||
| اینترنت اشیاء ازجمله فناوری‌های نوظهوری است که به واسطه منافع اقتصادی و رفاه اجتماعی چشمگیری که در پی دارد، مورد توجه قرار گرفته و کشورها در صدد طراحی نظام سیاستگذاری مطلوب در این حوزه برآمده‌اند. ایران نیز نیازمند طراحی مدل مواجهه فعالانه مختص خود است. استفاده از تجربیات کشورهای پیشرو در زمینه اینترنت اشیاء یکی از منابعی است که می‌تواند خط‌مشی‌گذاران را در طراحی نظام خط‌مشی یاری نماید. این پژوهش با رویکردی توصیفی تحلیلی به دنبال بررسی تطبیقی خط‌مشی کشورهای مختلف در حوزه اینترنت اشیاء است. در این تحقیق با استفاده از منابع کتابخانه‌ای و مطالعات اسنادی و بهره‌گیری از روش مطالعه تطبیقی به دنبال پاسخ به این سؤالات هستیم که اتحادیه اروپا، ایالات متحده آمریکا و چین به عنوان کشورهای پیشرو در این زمینه چه اهدافی برای نظام خط‌مشی‌گذاری اینترنت اشیاء خود برگزیده‌اند و سیاست‌ها و راهبردهای آنها برای دستیابی به آن اهداف چیست؟ پس از بررسی و توصیف نظام خط‌مشی‌گذاری این کشورها، وظایفی که دولت‌ها بر عهده دارند را ذیل دو دسته «انتخاب اهداف راهبردی و توسعه فعالانه خط‌مشی‌ها» و «انتخاب راهبردها، مشارکت دادن و ظرفیت‌سازی» طبقه‌بندی نموده‌ایم. | ||

| The Internet of Things is one of the emerging technologies that has attracted the attention of some countries due to its significant economic benefits and social welfare, and while advancing in the field of technology, have sought to design a favorable policy system in this area. The Islamic Republic also needs to design its own model of active confrontation and its own policy-making system in order to make the most of opportunities and control threats and challenges. Utilizing the experiences of leading countries in the field of IoT is one of the resources that can help policy makers in designing a policy system. In this study, using library resources and documentary studies and using the comparative study method, we seek to answer the questions of what goals the European Union, the United States and China, as leading countries in this field, have chosen for their IoT policy-making system and policies. And what are their strategies for achieving those goals? After reviewing and describing the policy-making system of these countries, the tasks assigned by governments are divided into two categories: "Strategic Objectives Selection and Active Policy Development" and "Strategy Selection, Participation and Capacity Building". | ||
