| چکیده | ||
| با وجود اختلاف‌های فراوان و اقتضائات خاص هر نظام حقوقی، همه نظام‌های حقوقی با مسئله شفافیت هنجارهای حقوقی و دسترسی آسان شهروندان به آنها مواجه هستند. اینکه چگونه میتوانیم دسترسی به قوانین معتبر را برای شهروندان بهآسانی ایجاد کنیم، خود در کشورهای مختلف در صورت‌های مختلف بروز و ظهور یافته است. ایجاد امنیت حقوقی شهروندان نیز در سایه داشتن نظام قانون‌گذاری جامع و کارآمد، شناخت دقیق تدوین و تنقیح قوانین و مقررات و نگاه تاریخی به آن با رویکرد مطالعه تطبیقی امکان‌پذیر است و در نوشتار پیش‌رو سعی بر این است که‌گذاری به مفهوم‌شناسی تدوین و تنقیح قوانین و مقررات و ریشه‌یابی آن با رویکرد مطالعه تطبیقی و ارتباط آن با امنیت حقوقی شهروندان بپردازیم و غایت این است به روش کتابخانهای، علل نافرجام نظام بایسته تنقیح قوانین و مقررات در کشور را، در ریشههای تاریخی و مفهوم‌شناسی آن و نه در آسیب‌شناسی‌های مرسوم و رایج آنکه در دیگر مقاله‌ها و نوشتهها بدان پرداخته‌شده است، بیابیم. هر چند موارد اخیر را هم مورد اشاره و بررسی قرار خواهیم داد. واژگان کلیدی: امنیت حقوقی، تدوین و تنقیح، کدیفیکاسیون، نظام قانون‌گذاری | ||

| Different legal systems, according to their special circumstances, have sought to solve a problem, and that is transparency in legal norms and legal norms and creating easy access to them, and the goal was how we can distinguish valid laws from invalid ones. How can we easily provide access to valid laws for citizens and this case has emerged in different countries in different forms. Creating legal security of citizens in the shadow of a comprehensive and correct legislative system and accurate knowledge of the development and revision of laws and regulations And a historical view of it is possible with the approach of comparative study and in the present article we try to deal with the concept of formulation and revision of laws and regulations and find its roots with the approach of comparative study and its relationship with citizens' legal security. This is a library method, the causes of the failure of the system should be the revision of laws and regulations in the country, in its historical roots and semantics and not in its common pathologies that have been addressed in other articles and writings.
