| چکیده | ||
| نسبت سنجی دو مفهوم سیاستگذاری فرهنگی و بینش تمدنی، پرده از دلالت‌های مطالعات تمدنی در سیاستگذاری فرهنگی برخواهد داشت. از این رو این پژوهش به دنبال پاسخ به این مساله است که «دلالت های بینش تمدنی در سیاستگذاری فرهنگی چیست؟» و برای پاسخ به این پرسش به واکاوی دلالت های بینش تمدنی با استفاده از نظر صاحب نظران و روش شناسی داده بنیاد می پردازد. براساس یافته های پژوهش، بسط زمان – مکانی، معانی، مبانی معرفتی، عینیت، نظم، یکپارچگی و پویایی تمدنی مهم ترین شاخصه های بینش تمدنی به حساب می آیند. استفاده از بینش تمدنی در حوزه سیاستگذاری و مداخله گری دولت در عرصه فرهنگ، اشاره به کاربست نگاه کلان و فراگیر تمدنی در تحلیل مسائل فرهنگی دارد که هم به مبانی معرفتی در پس این مسائل توجه داشته باشد، هم نظامات اجتماعی مختلفی که پیرامون هر مساله به صورت هماهنگ و پویا عینیتی تو در تو می یابد را مورد توجه قرار بدهد و هم از هویت معنایی که مساله با خود خلق، اشاعه و ترویج می کند غافل نباشد. بر اساس نتایج پژوهش، تاکید بر این است که دولت تک صدا، متمرکز و تصدیگر از طرفی و دولت منفعل، بازدارنده و خنثی از طرف دیگر با رویکرد تمدنی در سیاستگذاری فرهنگی که در عین دغدغه هدایت بستر زندگی جامعه، بر آگاهی، اختیار، گفت و گو و احترام به سلیقه های فرهنگی مختلف بنا می شود ناسازگار است. | ||

| The comparison of the two concepts of cultural policy and civilizational insight will reveal the implications of civilizational studies in cultural policymaking. Therefore, this research seeks to answer the question, "What are the implications of civilizational vision in cultural policymaking?" And to answer this question, it examines the implications of civilizational insight using the opinion of experts and the foundation's data methodology. Based on the findings of the research, time-space expansion, meanings, epistemic foundations, objectivity, order, integrity and civilizational dynamics are considered the most important indicators of civilizational insight. The use of civilizational insight in the field of policy-making and government intervention in the field of culture refers to the application of a macro and comprehensive view of civilization in the analysis of cultural issues, which pays attention to both the epistemological foundations behind these issues, as well as the various social systems that surround each issue. It should pay attention to the harmonious and dynamic form of objectivity that it finds in you and not forget the identity of the meaning that the problem creates, spreads and promotes with itself. Based on the results of the research, it is emphasized that the one-voice, centralized and unifying government on the one hand and the passive, restraining and neutral government on the other hand with a civilizational approach in cultural policy-making, which, while being concerned with guiding the society's life, emphasized awareness and discretion. And listening and respecting different cultural tastes is inconsistent. | ||
